There is a mission on the PVP mission giver (The computer console) called “New Technology” (I think) that will provided you with the level 2 recruit gear. My main got the first level of recruit via the mission and was able to pick up the second set as well.
Well that is very odd indeed. Many of us have tried to get it and it is not available to us. I will put in a ticket to see if that is a bug. Thank you for giving us all the name of the quest!
